[Background]
Lugia is a legendary pokemon also known as ‘The Guardian of the Sea.’ Once, long ago, it lived in one of the towers of Ecruteak City. But when the tower burned down, trapping Raikou, Suicune and Entei inside it, Lugia flew away to Whirlpool Island, staying deep underneath the ocean to keep it’s massive psychic powers from causing damage to humans.
[Personality]
Lugia is presented as a very old, and to some extent, very wise being. Being psychic, it probably understands humanity better than most Pokemon. But at the end of the day, it is still just a pokemon, and a wild animal. There are a lot of things it won’t be able to parse.
[Specialties/Abilities]
Lugia is one of the most powerful pokemon in the game. It’s skillset for Som goes as follows
Aero Blast - A massive blast of energy, it does huge amounts of damage with hurricane force winds. Lugia cannot use this skill often, nor will it use it lightly.
Psychic - In essence, a psychic attack to the opponent’s mind. Severly weakened for Som.
Recover - Lugia can spend some time in combat to recover a great deal of it’s own wounds.
Whirlpool - Lugia uses it’s wing-fin-things to create whirlpools. This is limited to areas with WATER for Somarium, instead of magically working in a desert. :| o Pokemon.
It is also implicitly stated that psychic pokemon can use a form of mild telepathy. In Lugia’s case, a person conversing with it will be able to get a vague sense of it’s feeling, ie., empathy. Lugia, however, cannot speak normally, and cannot text, given it’s size relative to the dreamberry.
[Affection] Lugia is a 17-foot-long bird-dragon. That said, if you're careful and approach it without ulterior motives, Lugia'll probably allow pettings.
[Fighting] As noted above, Lugia is pretty much a force of nature who gives cosmically powerful eldritch horrors to 10-year-olds anyway. Lugia doesn't really like to fight, but if you try to capture it, or threaten what it likes, it'll throw down.
[Other Permissions] I think Telepaths would be completely blocked from reading Lugia's mind, but would be able to communicate more easily. Fourth wall Lugia all you like, it's funnier.
