Further reading of commentaries at ANN revealed that it's a huge tangle of business relationships, a typical Japanese arrangement. And most of the time that studio works almost independently from the mother firm like most American companies in that country.

From my understanding, only the Japanese management of that subsidiary can decide on anything as long as it's within Japan, unless their US counterparts step in.
