Having been forcibly volunteered into babysitting overseeing this endeavour, the Death Scythe Justin Law waited out front of the boarding ramp to the ship to speak to the Guests as they arrived in clusters from the mirror. For someone about to depart on a luxury cruise, he didn't appear too thrilled. In fact he was rather serious, and perhaps just a shade or two shy of his usual blank-faced neutrality.
He'd been roped into this duty, and by virtue of that this was his cruise, so by God there would be absolutely no shenanigans.
"Attention, please!"
Sadly, his following words were equally loud, since he was forced to speak above the volume of the music blaring out of the earphones he was wearing. How they could be loud enough to drown out his voice otherwise was anybody's guess.
"Before embarking, each of you are required to first familiarize yourselves with the rules and regulations in effect for the duration of this expedition! If you have any questions or require clarification..."
...Don't bother him, please, because any help rendered will be purely accidental and will quite likely only exacerbate your problems. Nonetheless, though, he hands a sheet a paper to each person upon boarding:
THE FOLLOWING ACTIVITIES ARE BANNED ABOARD THE S.S. LAW:
All transgressions and transgressors will be dealt with, with extreme prejudice.
Also, music has been provided for the duration of the trip.
As if on cue, said music begins to blast from the direction of the ship. The ripples that form in the water surrounding it are evidence enough of just how overwhelmingly loud it is. Closer examination will show that the place is lined with literally hundreds of speakers, subwoofers and amplifiers.
To those inclined to try and disable them: good luck finding them all.
[On one hand she wants to tell him he's being silly and ask who the hell decided putting him in charge was a good idea.
On the other hand he looks adorably serious with that captain's cap. Torn between disbelief and amusement, she struggles not to smile. Smiling means that Justin has won and Rei's given in.]
[He's right in the middle of producing a second white naval cap when he hears the question.]

[Nodnod. This is much better.] Very well then, Lieutenant. [Unabashedly, he proceeds to quite carefully place the cap atop Rei's head, taking a rather lengthy amount of time to settle it just so.
Presentation is important for an officer, and Master Shinigami would fret if one of his officer's hats were not sitting perfectly.]
Protocol is important to the success of any naval operation, I am glad you understand this. [Blink.] I suspect that we shall sustain moderate to severe damages within the next thirty-six hours. We must take every measure necessary to minimize our losses. Every measure.
[He squints in the direction of the ship, resolved. He has never looked more serious in his life.]
Are you certain that you are prepared for the demands of authority, Miss Rei?
[She waits patiently, trying not to fidget too much. She wonders if anyone gave him permission to start giving people ranks like that.
But if she asks him he might take it back and then she'll be left without any sway of her own here. Not that she'll probably get much to begin with but.
Rei glances upwards to try and see the hat-- wait what damage what? Alarmed, she looks to him quickly]

Estimated structural damage to the ship could range anywhere between twenty percent to forty percent. [Depends on that tall guy with the sunglasses. He seemed particularly angry and destructive.] But fortunately nothing vital.
No. I am making sure you do not doubt yourself. [Most people are generally less certain of themselves around Justin Law. And Captain Law can only be worse.]

Since I am to be held responsible for the crew - Guests - for the duration of this cruise, it is only logical that I am the ship's captain.
[He pauses. Hmm. Something is amiss, here.]

[Oh, that's right.]
[He removes his little white priest-hat and promptly replaces it with a white naval captain's cap.]
