Essentially. But I do not think you heard it. You can use a tree branch for pull-ups, or the circular shape of the city for laps. There are always things to lift, even if they are not labled as being certain weights, and the creativity works out your mind as well.

In a way it is, but one must develop their mental abilities as well as their physical capabilities! Substituting will push you in both areas!
