It seems a shame not to be.

But if people cannot afford or uncomfortable, I have said that they can come as they wish to dress. It'd be unfortunate to shun them because of such things, after all.

I imagine it's more an issue of cost or availability for most people. Not everyone has come from a place at which they can afford finery.
