But basically, they will personally take care of all offenders who abuse the SOS signal. So there is no need to take action as it is Shibusen's job to do so.

It is strange that Spirit Albarn had reacted differently to Phoenix Wright's case when in both cases, the SOS button had been pressed without an emergency behind it.

When a normal human goes through severe emotional stress, they cannot control their actions much like a computer that is infected with a virus. It is the virus that forces a computer to perform actions that the computer was not instructed to do, and it is the same with this human.

So while the other humans pressed the button from their own will, Phoenix Wright did not, hence, the different reaction from Mr. Spirit Albarn.
