Hm? Bears can be pretty scary. If there was a bear wandering around in the city, I'm sure people would be ah, worried.

I'd be more worried if there were monsters wandering around... Bears aren't that bad as long as you don't make yourself a threat. But if they are that scary, wouldn't some guards just take care of them before they hurt anyone?
