You're right. It would seem that there IS a lot of strange people in this crowd. Some of them are quite obviously suspicious.

...Perhaps someone should keep an eye on these people, before they decide to do something evil...

Wouldn't want a maniac with a burlap sack on his head and fear on the brain running around gassing people and breaking out of jail, you know, for example.
