Resonance is when a pair - meister and weapon, that is - are so attuned to each other that they work as one unit!

On that note, if one weapon can have several welders, is it possible that someone wouldn't be able to resonate with anybody at all?

There's always someone you can resonate with. The problem is in finding them. But I'm sure that with a hundred and sixty of you guests here, you can find someone… [Right? Spirit's not sure. Too many weapons go without meisters these days.]

I find it hard to believe that there aren't at least a few people out of this haphazard group that have some ability, but not enough.

Hang on, wait a moment...so we can't just go with anybody? We have to "resonate"? How do we even know if we can resonate with someone?

Everyone can, it's just a matter of finding someone you can resonate with! It's not an ability. It's like how you're able to make friends, that sort of thing.
