As one of the detectives currently involved in the 'Adachi' Case, I and the others I have been working with, have felt it was pertinent to share the most vital of the information we have obtained since beginning the investigation.
1. Adachi is a dangerous and violent psychopath. While this might seem a needless statement, I would like to reiterate the fact that this man is responsible for many if not all the disappearances that have occurred since his arrival. As far as we know, all of these kidnappings have resulted in fatalities. Students and residents are warned against approaching this individual, and any sightings should be immediately reported to the faculty and staff of Shibusen. REPEAT: DO NOT APPROACH ADACHI YOURSELF. The possibility of obtaining a Kishin Egg is not worth the incalculable risk associated with confronting this perpetrator.
2. The waterways and associated zones are off limits to anyone without approval of the Shibusen faculty and staff. These locations have been identified as the main routes involved in Adachi's crimes. No one, no matter what their intention, is to be allowed near these areas without explicit permission of the Shinigami or his staff. It is also highly advised that no student or civilian travel alone, particularly at night, but also during the day. Please restrict yourselves to your homes, apartments, and classrooms unless travel is absolutely necessary.
3. The perpetrator possesses the ability to hide his soul energy. This information is not intended to cause panic, but rather to raise awareness to the dangers associated with confronting Adachi. Witches, I have been informed, also possess a spell that performs a similar function - so such an ability should not cause undue worry among individuals already familiar with such dangerous beings. As Adachi is not a Witch, however, this statement comes as confirmation that he possesses strong abilities that are not to be taken lightly by those who would normally hunt Kishin Eggs or Witch Souls.
4. No action is to be taken against Adachi without guidance and permission of the Shinigami and Shibusen staff. It has been suggested by my peers who know more about souls and Kishin, that Adachi's Witch-like abilities could be evidence of other more subtle but just as formidable abilities of soul-tracking and soul-energy awareness. Considering the volatile nature of this perpetrator is it required that any action taken in regards to this individual be first approved by the Shinigami and Shibusen faculty.
