I've heard that term thrown around a lot though it seems I'll have to experience this myself.

The relationship between the souls of the Meister and Weapon dictate how strong the resonance is, correct?

That's right. As powerful as Hiten Mitsurugi Ryu is, against a kishin and not used with a weapon, it can only scratch.
