#12 [video | filtered to the Agency, the Watch and Shibusen] Dec 15, night
[The camera focuses on Near, barely even visible in the dim lights coming from the monitors in the surveillance room. He doesn't waste time with polite introductions or small talk before going straight to business.]
This is Near speaking. There appears to be a disturbance in the Red Light District which could quickly culminate in two deaths at the hand of a guest known as Ryoki. I will let the surveillance footage speak for itself.
[The video changes, from the camera of Near's communicator to the surveillance footage he is now transmitting to the selected communicators. In this video, Ryoki comes out of a pub, kicking a man out to the streets and dragging another person-- barely conscious, it seems-- by his hair. It doesn't appear that Ryoki is fighting out of anger, however, because he can be seen laughing maniacally, even though the video transmission has no sound.
He releases the weaker man to have his fun with the one that can still fight; although he does try to fight back, Ryoki overpowers his victim by throwing him to the ground and getting on top of him, only to punch him repeatedly. When that victim stops moving, the aggressor gets off of him-- obviously excited, judging by the look on his face-- and promptly rubs the man's face against the pavement, hard enough to bleed. It appears as though Ryoki wants to do that until the skin is scrapped off, but his other victim calls his attention when trying to run away, so it's only natural that someone like Ryoki lets go of the motionless target to focus on the one that is trying to squirm away from his grasp.
Generosity isn't his forte, so instead of allowing the weaker victim to leave, Ryoki kicks him down to the floor again, stepping on his hand and kicking him hard on the face right after. Ryoki looks even more excited than before, and someone with good observation skills may realize just how excited he truly is.]
A warning to those of you who are of a more sensitive nature: Ryoki appears to be displaying signs of sexual arousal, which was most likely triggered by the violence he he has enacted. You should proceed with caution.
I will trace his steps throughout the city using the surveillance system, and I will provide his coordinates and a live transmission of surveillance footage to all of your communicators. Medical assistance may also be necessary, if the victims we saw on the video are still alive.

You signed us up for the European rescue mission without my permission or even my knowledge. Are you really that suicidal, or is this supposed to be some sort of revenge for telling the truth about Rochefort to Sollux Captor?
