I don't think I arrived before you did, so I woudn't know what's commonplace. But if a place is supposedly at war, it's doubtful that it's really safe. There are areas of the city that have been damaged in earlier battles, so I'm not convinced.

I haven't looked into whether they have any shelters for the civillians or not, I suppose that's the key issue if you want to be safe and not fight.
