[Background]
The Doctor's wikipedia page. Perhaps this is tl:dr? Read up on the 9th and 10th Doctors if that is too much tl;dr.

[Personality]
The 10th Doctor is somewhat of an optimist and acts generally joyous and bouncy. The Doctor is, in reality, still getting over the loss of Gallifrey, and is thus prone to darker moods. Some may say he is a bit bipolar. He does not show his darker side much, unless someone hurts one of his friends or some great injustice is being done.

He is fiercely loyal to those he trusts. Get on his good side, and you'll have a steadfast friend for life.

He's still a bit touchy about his past, especially concerning the Time War. He will probably attempt to divert the topic when asked of Gallifrey or the other Time Lords. If he is pinned down, his answers will be vague.

The Doctor is a staunch pacifist. He has a strong dislike of weapons, and refuses to use them unless the need is extremely great. As such, when directly assaulted, or if the situation is likely to degrade into a direct assault, the Doctor usually runs. When he reaches a safe area (or one that seems safe), he will plan his next step.

The Doctor is clever and curious. Things that are unknown to him or seem out of place are great mysteries which need to be investigated. When investigating, the Doctor is very perceptive and quick to spot small details, although sometimes the larger details may need to be pointed out to him. If the Doctor thinks there is a mystery to be solved, he is usually compelled to solve it. He is unable to accept defeat, even if it is clear that he has lost.

The Doctor may seem goofy and somewhat ADHD, but he has strong sense of justice, which is backed by a compulsion to help. If a form of life is being taken advantage of, he will work to save it. In such situations, the Doctor is afflicted with a righteous anger, and will stop at nothing to right the wrongs set before himself. Wrong-doers get one chance to repent, or else the Doctor will unleash his wrath.

His moods tend to be very flighty and can change from wrathful to calmness or even indifference in a matter of seconds.

The Doctor tends to give someone one warning, and if they do not heed his warning, the Doctor will snap, and he will make it his mission to destroy that someone (either literally or figuratively).

The Doctor has what I like to call a bipolar personality. Most of the time, he is manic. While normally, he is the energetic, chipper type of manic, he also displays the other aspects of mania, as well (Inflated self-esteem or grandiosity, More talkative than usual or pressure to keep talking, Flight of ideas or subjective experience that thoughts are racing, Increase in goal-directed activity, and Excessive involvement in pleasurable activities that have a high potential for painful consequences being textbook signs of mania]. When the Doctor's optimistic personality is proven wrong, he flips to the irrational, wrathful, and merciless part of his mania. At these points, be becomes ruthless and one-mindedly judges the culprit, often in an arrogant "I am the last of the Time Lords and I will do what I think is best" way. His solutions are often manipulative and callous regarding the wrong-doer (such as when he ousted Harriet Jones from her Prime Minister position). Over his 900 years of life, the Doctor has seen many atrocities (and has even caused a share of his own), and thus his patience and mercy was worn very thin. He will go to any length to right wrongs, even to the point that he needs to be stopped by his companions because he is being too cruel. Part of the reason he needs companions by his side is to stop his wrath and ego. The other reason he needs companions is because he is intently lonely after having lost his entire race in the Time War.

The Doctor also shows times of severe depression, often when he fails to save someone or is reminded of Gallifrey and the Time Lords. While the 10th Doctor's personality is much more jolly than 9's, he's still suffering just as much in the aftermath of the Time War. Because the Doctor himself is racked with loneliness and melancholy, he takes it particularly hard whenever he comes upon others who are in misery. After losing Rose at the end of series 2, the Doctor is wracked even more by his sense of guilt and loss. As I intro the Doctor here at Som, he is being taken just after he lost his greatest friend and foe, the Master, so that will be weighing on his consciousness, as well.

The Doctor previously has been tempted to break the laws of time in order to bring back his people, and against all proper judgement, he almost does it. From the time point at which I am taking him, he still is holding on to a sliver of his morals about the laws of time.

This particular regeneration has a fondness for licking things. He can tell the composition of most objects by licking them.

The Doctor also likes the sound of his own voice. He will babble on incomprehensibly about the most random things, presumably to make himself sound smarter to his companions. He also hates it when people don't listen to him. If he says, "Don't wander off", he means it. (Not that anyone ever heeds that warning, but still...)

The Doctor enjoys messing around with technology and is quite competent with it. One of his favorite things to do when not off solving mysteries and righting wrongs is to tinker with his TARDIS (or whatever else is on hand at the time).

[Specialties/Abilities] The Doctor is an alien called a Time Lord. Time Lords are flesh and blood just like humans, which means the Doctor does not have many super-human abilities. He can, however, communicate with telepathic beings and has senses beyond a human's.

[Affection] The Doctor is always up for hugging. You can kiss him if you want, but he will not initiate a kiss.

[Fighting] The Doctor is pretty good a running/dodging. He will not fight back most of the time, so don't expect him to get into a brawl. If he can't run, he'll try to talk his way out of the situation. If a combat situation occurs, give me a warning so we can plot. It'd probably be pretty hard to kill the Doctor, but it could happen. Definitely let me know if you think your character is going to kill him.

[Other Permissions] Telepathic characters can try to read his mind, but unless they catch him extremely off guard, they will not get much. They also will be susceptible to the Doctor's telepathy, as the door swings both ways.

Feel free to fourth wall it up. Just let me know first.

[Other Facts] I think I've covered everything. Please tell me if I've forgotten something, though!
