BACKGROUND: Fuu originally comes from Tokyo, Japan, where she was born and raised. She has a mother and a father, both of which who are relatively well-off. She has an older sister, named Kuu. Her relationship with her parents and her sister are good, all things considered.
From a young age, it was known that Fuu was intelligent. Her mother and father were both excited about how their younger daughter was excelling, and had her test into a school for gifted minds, of which she was approved into; thus, for her entire school career, she was in a "smart school." Lovely!
So, this one day, when she was in middle school, her entire class took a trip to Tokyo Tower. Apparently Tokyo Tower was incredibly popular that day, since there were two other schools who were taking a trip at the same time. Fuu found some interest in watching a smaller girl looking through the binoculars at the tower's surroundings, and even offered her some more money when she ran out to keep looking.
So then something happened that really made her start wondering if she was ... err. More special than others. As the multitudes of students were leaving Tokyo Tower, one girl was shoved a little too much and fell over the railing. Fuu, along with a whole bunch of students, rushed over as the girl plummeted to her doom .. and Fuu felt an immense amount of guilt. She wasn't the one who pushed the girl over, granted, but she wanted to help. As much as possible.
That will to help triggered the mutation she never knew was there until then; suddenly, a gust of wind came forth and surrounded the falling girl, and her blow was softened. She didn't come out of the ordeal completely unscathed, but she lived, and, after being taken to a hospital, she was able to return to school within a few days.
It seemed like a miracle that came out of nowhere. Fuu knew she had somehow caused it, but she wasn't sure how. This prompted her into research, and holing herself up in her room whenever she could to figure out what it was. And ultimately, she did.
... but not by research.
A teacher from one of the other schools caught up to her while she was on her way to school one day, and introduced himself. He told her he was present at Tokyo Tower on the day that the incident happened, and was observing her. He told her he felt she was different, and knew what caused her to have that power she possessed.
He also told her he knew that she didn't know how to control it. Fuu asked if he was going to tell anybody what really happened, and he replied that he wouldn't, as it would cause more trouble than people continuing to believe that a miracle had taken place. He then handed her a slip of paper with an address and a phone number on it.
"Not to say you don't belong here in Tokyo, because everyone does," He told her, "But these people may be able to help you."
And with that, he hurried along to his job. leaving Fuu standing there, staring at the paper in a daze. After thinking about it all day, and looking up the place written on the piece of paper that night, she decided that it would do her more good to control this mutation she had, and learn more about it than it would to stay where she was.
Besides, she could always return when she finished her education overseas.
She told her parents what happened the night after, and while her parents were wary, both about news of her mutation and the fact that their daughter would be studying overseas to learn to control it, they trusted their daughter, and made arrangements to send her over there.
PERSONALITY: Fuu is a very intelligent young lady. At fourteen years old, she's already mentally ahead of several of her peers, and it's fairly obvious. She's a very friendly girl, but she's also not quite the type who would go seeking friendship with anyone and everyone. She's more than likely to bond with people over a common interest, or make a random comment to them if she finds something interesting about them.
Fuu is an observer. There are times where she will find nothing better to do than observe people and their daily habits. Despite this, however, she is polite to a fault. She will constantly use proper suffixes for people, even if they are good friends. She can't help it, that's just how she is. 8]
Fuu is very studious, and strives to get good grades in every subject. Even so, she's generally a very easygoing girl. She reads a lot, for leisure, but she isn't opposed to going and hanging out with friends, provided she doesn't have anything to study for that's due like, the next day. To her, an education is very important, but she also believes that her education doesn't always have to cut into her time with people she cares about.
APPEARANCE: Fuu is of average height for a fourteen year old average girl, but is skinny as a rail. She looks a little mousy, with short, wavy, dirty blonde hair and glasses that seem a little big for her at times. She often wears a headband in her hair. She's accustomed to dressing up appropriately for school, so most of her wardrobe consists of either a school uniform, or nice blouses and skirts; she may have a t-shirt here and there, but she never really wears them if she does. She's often seen with a book or two in her arms.
POWERS: Wind Manipulation. Fuu is able to manipulate the wind and the air for both offensive and defensive/healing means.

Also, going with anime icons for her. In the manga, her hair is totally blonde. And while I would LOVE to do manga icons for her, that requires me looking up manga scans, which is a little difficult now. So I'm just going with the dirty blonde hair color she had in the anime. :] Other than that, not much is different at all.

First-person sample: Good Evening, residents of the Xavier Institute. I am Hououji Fuu, and I have only just arrived here a grand total of about five hours ago. Introducing myself to my peers and instructors is customary even here, is it not? I have never been in America before, so I hope I can quickly adjust.
I hope to meet new friends here at the Xavier Institute. I trust this will be a very fun learning experience!
Third-person sample: Fuu was ordinarily a very organized girl. She had everything in it's own place whenever she set up her room, and that was no exception when she set up her room now. However, the rush to pack everything before leaving for the Xavier Institute? That was a different story.
It didn't necessarily bug Fuu at all. She was a calm girl by nature, and she could even be calm in the midst of a hurricane ... well, ordinarily; so long as that hurricane hadn't captured someone she cared about and flung them halfway across the world, which was pretty impossible in her mind. What the disorganization of her packing did, however, was peturb her a little. It irked her a little. Annoyed her just the tiniest bit. Enough so that when she was unpacking, she had to place most of it in little piles on her bed so that it was organized when she put them away.
... which, in turn, ended up making a larger mess than she wanted. And annoyed her a little bit more.
Fuu sighed, inhaling and exhaling a deep breath. She placed her hands on her hips and looked at the piles on her bed.
"If only I had thought about this a little more beforehand ..." She sighed to herself, and began to clean up the mess of objects on her bed.
"If I hurry, this will only take another hour. And then I can explore my surroundings a little bit ..."
