Jungle rain and city rain are two completely different things.
When the rain starts and finds you walkin' down the street or crossing the crossroad, it makes you panik. Lucky owners of umbrellas start opening them, and the rest of people around you begin messin' around with only one wish: find a dry space to overwait the nasty weather. This sort of panic jumps from one person to another, further, further, like a desease.
While walking surrounded by nature, and rain is fallin' down, making your hat, wear, hair and even skin wet, you have no way to get rid of it. You have no roof, no vault from heavy cold drops. And after some time, wen you are completely wet, you finish thinking about rain at all. What's the purpose? Here, in forest, there is no chance to hide from water - it's everywhere.
That's the difference. When you have no way to hide, you'd better go further. I can say it's absolutely right concerning two things: positional battle and rain.
