You know, what this city needs is order. As the City's citizens, we ought to form some sort of governing body that can establish laws, better connect the various independent operations within the City, and create programs to properly care for minors and the needy. At the moment, we're largely ruled by the deities' whims; I suspect that, with an organized means of governing ourselves, we can subvert their control (to a degree) and improve the City's overall state.

With a governing body oriented towards bettering the states of the citizens of this City, I believe we--

That's not at all what I meant to say.

Erm. What I intended, of course, was to apologize for my irresponsible conduct during the snowball fight. Not to say that I didn't enjoy myself--I did, quite a lot--but throwing snow at strangers isn't exactly decent. I believe the excitement of the whole thing rather overwhelmed me. It was, however, a pleasure meeting you, Kuwabara--I'm spelling that correctly, aren't I?--as well as the rest of you. I'm afraid I didn't catch any other names, but it's never too late for introductions! I'm Carl, and I'm most sorry for throwing snow at you (except in the cases that involved retaliation).

Additionally, I've found the most remarkable laboratory! I didn't know what sort of building it was from the outside, but the inside--well! It's astounding! Is this laboratory open to all City citizens?
