Silent and observant, obedient and deadly. As with the trend of most of the Arrancar, Ulquiorra is not quick to give his name, and he is not one to waste his breath with meaningless words. He is one of Aizen's Espada, as well as one of the ex-captain's most trusted, always dependable on getting the job done, and the tasks Aizen charges him with are no simple or menial things. There is always purpose to Ulquiorra's actions, whether it actually seems like he does anything or not. A meticulous observer, his information and opinions are seemingly held in high regard by Aizen, most of the other Arrancar distrusting of such, or simply not on the same page. Ulquiorra sees and considers things farther than the others might deem worth the effort or time, a trait that's kept him highly on top of matters. He's not stupid, knowing when he should withdraw from a battle that cannot be won, although he is also haughty in deciding what battles he will not take part in due to unfairness of a challenge. Not only intellectually equipped, but physically as well, for as slight the amount of power he has thus far displayed, it has by no means been something to brush aside. He is a dangerous opponent, capable of carrying his battles out by psychological means as well as in terms of strength.
Ulquiorra has hardly shown any emotion, even when witnessing the abilities of those he and his fellow Arrancar have been sent out to deal with. Considerably arrogant, he is quick to dismiss humans, deeming them "trash." He shows no compassion towards his comrades, being rather blunt with his words of disapproval. If he ever admires any of his comrades, he doesn't show it, and when it comes to his superiors (like Aizen), he shows his loyalty...or at least the visible extent of it, by doing what he is told and succeeding. He may even consider himself well above many of his other comrades for their apparent lack to use their brains, but he seems to deal with this annoyance with great, if not a long-suffering patience. As with most of the Arrancar, Ulquiorra does have his sadistic tendencies although it is not something he dives into often, unlike those such as Yammy or Grimmjow. Ulquiorra is one who appreciates the fact that control can be more important than the level of brute power, and his preferred method to exact control is psychological. It shows by the way he reins in his more sadistic urges, though he would display them now and then. At the end of his first real face-off with Ichigo, he stabs his hand into the shinigami in the same place where his own Hollow hole is located, which Grimmjow later explains that Ulquiorra has the tendency to do to the his favored opponents. But he would not hesitate to have other people killed unless for good reason, and it seems that he has an excellent grasp of rank, and the importance of adhering to it.
Ultimately, Ulquiorra is the embodiment of nihilism. It is a lonely, bitter view he has held to even before he'd first broken off his mask. Meaningless. That is what everything comes to in the end. He'll deal with things as they come, but in the long run, he sees everything as pointless. He meets most situations with a stolid disposition, not the type to panic, but he'll assess everything and see how to best approach it, and unlike most of his brethren, patience is one of his fortes.
why do you feel this character would be appropriate to the setting?
Coming from his canon, Ulquiorra is already well accustomed to the concept of survival. He hasn't necessarily had to focus on this such mindset for the longest time now, but as something that has dictated his earlier existence, it's hard to forget. It will be interesting to see how the change of scenario will further affect him, as ever since taking active part against the Shinigami and their allies at Aizen's behest, he's already started to change for ways of thinking and seeing things, even if he hasn't acknowledged it himself. He's by nature a predator and a fighter, but growth from a Hollow to an Arrancar has befitted him also with better reasoning and understanding that he should be suitably equipped for the basic threats of what Anatole has to offer.

Third Person Sample:
Light. It blinded him, renewing the stabbing ache in his head. He closed his eyes again, shutting the world out with blessed blackness before trying again. The feeling of pain was both new and not, a sensation he had not experienced in years.
He slowly sat up, the world coming into focus around him. Those green eyes that never missed any detail narrowed at his unfamiliar surroundings, but he had already sensed that there was a distinct difference to where he was, as opposed to where he should have been. Now the real question was where this place was.
It wasn't right, this feeling. The atmosphere was heavy somehow, but it wasn't particularly due to spiritual pressure. That was only one more thing to wonder. For now, the Cuarta Espada felt he should probably focus on more immediate matters. He felt his hand close upon something smooth, familiar. His eyes fell upon the pale green sheath of his zanpakutou. "...how."
The memories trickled back into the gaps, quickly recalling his past activity. He'd been in battle against Ichigo Kurosaki, and though the Shinigami substitute had no chance of winning, he still continued to cling to his weapon as though he still had some hope of continuing to fight. Black-nailed fingers tightened around the mint green bound hilt of his blade. Kurosaki had tried his patience, had frustrated him enough with his incessant, insensible drive... He had not given in to despair, and so Ulquiorra meant to show it to him.
Obviously that wasn't going to happen now. The Espada's disappointment was mild at best, easily snuffed by the nihilistic perspective that had long been ingrained into his soul. Lifting his head, he once again surveyed the room he had awoken in, finally moving to stand from the bed. He fastened his zanpakutou back in its place at his side before sliding his pale hands into the pockets of his hakama, but not before pulling one of them out again as he found an odd device there within.
