Phase: 1/2 waning; the moon continues to dim as it slowly darkens into the night sky.

Weather: A dry cold has set in, making the low temperatures and harsh winds even more unbearable. However, the freak blizzard from before has disappeared completely, and snow only falls every so often.

If a character tries to freeze more, what will happen? Will the additional ice turn black and stay there, or will it just stay clear and slowly melt off like ice normally does?

Hm...that's actually an interesting question.

To make things interesting, let's have the additionally become clear, but it soon becomes covered over by the black ice. So instead of one additional layer, there's now two.
