Who: Wrath and criminals, neutral parties that can't/don't go to the police.
Where: On the roof of a building in Somni.

The old man was doing something that was much more of Greed's inclination, but admittedly it felt nice to sit on the roof of a building and look out at the sky. This sky was different from that of Central---not as polluted here. It was also less visible, for the skyscrapers blocked out its view. The honking horns and vehicle-clogged streets were something to contend with. But up here on the roof, there was not another soul.
