The ice attack was aimed at the swarm that was coming behind her, larger hunks forming as a barrier in front of the onslaught, effectively stopping them in their tracks.

And of course, she's having too much fun playing with him too, barking and wagging her tail as she dashes past his hoofs in a sprint, reclaiming the lead in their race before losing it just as easily again.*
*With the turning of another street corner, in addition to all the myriad natural animals out after Dagger, there's now a large, fluffy, black and white dog, and a very tall bipedal horse-looking creature racing down the street toward her position. It's all white, with black tiger-stripes, and no immediately-visible arms. Fortunately(?) it hasn't seemed to see her yet.*
*Congratulations, your day just got a little weirder?*
