So, the industry minister has said that the CRTC has to either reverse their decision, or he'll do it for them. Could this be classified as a bitch-slap to the CRTC?
People, being shortsighted and really only seeing what's right in front of them, feel vindicated at their democratic rebellion against an uncaring government bureaucracy.

My hats off to the guy who thought this one up - I know it's not Harper - he's devious enough to pull this but simply not that clever.
Let's review:
You claim that Harper's government has somehow directed Bell to spend millions of dollars lobbying the CRTC for over half a year to stifle competition and increase revenues all the while hoping that Bell would take the fall, a massive hit in consumer confidence, and inform the mostly ignorant public that there are actually choices out there for ISPs and Bell is somehow magicly ok with this. Meanwhile, Harper's government after this 'brilliant' setup, somehow waits not only until AFTER the legislation has passed but until after BOTH major opposition parties have shamed him into coming forth to announce that he's going to overturn the CRTC's decision for the big win... and then doesn't overturn it (allowed it to be postponed for 2 months, likely until after elections)
