This is a close one, which IMO is pretty equal (see next question). But if I had to choose one, I'd choose Kreacher since he helped out in the final battle (and led the Hogwarts house elves in the battle too), as well as all his help when they were at Grimmauld Place earlier in the year. Dobby did save Harry's life, and totally would have done more, if... if... *dissolves into sobs*

Their legal status is not changed by the end of the book, but their social status sure is, at least for our heroes. In the recent interviews JKR has given, she says after the trio start working for the Ministry, there are huge changes in the wizarding world and the Ministry itself. It's probably safe to assume that the legal status of house elves undergoes some significant changes in short order.
