Mr. Bush took what had been an improving situation and made it dramatically, crushingly worse. His negative transformational impact on the United States cannot be overstated, from economic ruin (eight years of new-record deficits, much of which was hidden by accounting trickery - like most of the cost of his wars) to the destruction of basic forms of government civility (torture programmes, suppression of civil liberties, and so on). There is plenty of blame to go around, yes - particularly where expansion of government power is concerned - but he was the point man, and his party set this economic stage.
