Claire and West are on the roof of one incredibly hilariously named Radiant Research, which does in fact do animal testing. They are about to commit a terrible sin, which is to say, releasing all the animals from said research lab. There is actually a plan for this, of course, because while they are naive teenagers attempting acts of superheroism, they are not stupid. Claire is wearing pink fishnets purely to taunt West a little, though, so she may not be a nice girl. Who knows.
Anyway, at the moment, they're kissing. Stand by for this to stop, although with them both standing up it might take a little less time than it ordinarily would, because Claire is five feet tall (maybe 5'2" in those shoes) and West is possibly six foot five. Whatever, they're teenagers.
When Claire does pull away, she has this incredibly witty statement to make:
