Its Halloween at the Dursley household and Harry is crying, knowing it is the day that his parents met their end and he survived (although he still thinks they died in a car crash...). Lily and James are looking down on him from Heaven, crying because he is so upset and not being treated the way they wanted him to be treated by the Dursleys.
