I wish your landlord was more supportive; he might have been able to do something or advise you on the fact that the bf is a reoccuring guest who is 27 different types of icky, and the roomie who apparently only shows up when the moon is in a certain phase and the wind is blowing in a certain direction. Rather like Mary Poppins. But anyway. ^^;
At this point, the little voice in my head is saying that you should start logging his offenses; obviously, the walking around barely-clad is annoying and/or traumatizing, but that would be considered a more personal offense; leaving messes has a slightly larger impact because it rapidly becomes a health issue (especially to those left behind), but the walking into other people's room and using their stuff, without their permission and they're not home, is a violation of your contract, and not only that, somehow I think you can nab him on that. I'm not sure as to how, but I can find out. I've heard of people pressing "breaking and entering charges" for guests of other roommates who did the same, but I don't know the details, and I'm not sure how they made it work, since those charges are usually for people who break in and rob. Bah. I've never met this guy, and he makes my fur go on end. *wrinkles nose*
