I must say, though, that I find the bit about the fine to be fair. Fire drills are very important, and you must never sleep through them. Imagine if you slept through a real fire!
Most libraries will take requests for books - simply say that you'd like to request a certain book that's out at the moment, and they'll have it held for you when it comes in again. I've done that many times.
