[There's a mirror when the PCD comes on this time, and Snape is standing in front of it. His robes aren't buttoned up to his chin like they normally are, and are instead undone to reveal his pale neck. [She of all people should know exactly what those scars mean seeing how she was the main reason he hadn't immediately died upon arriving at Adstringendum.]

Wounds caused by Dark Magic never heal completely.

[Though thankfully the PCD has never picked up on the spasms he still sometimes gets. A combination of years of plentiful applications of the Cruciatus Curse and Nagini's venom.]

Massasging them with something hydrating might help, if the skin has regrown too thick. It can relax, as well.

This is not about aesthetics, Snape-san. When skin is too thick, and unaturally so, it restrict movement.
