Dick Cheney claims not to be part of the Executive branch

Dick Cheney claims the Vice President's office doesn't have to comply with a presidential order regulating federal agencies' handling of classified national security information because the vice president's office is not an "entity within the executive branch".

When this news broke, I thought, zero out his funding. Well, it turns out democrats in Congress are going to do just that.
