Last week, I made an icon tutorial using this
screencap from the Veronica Mars episode "I Am God" and I forgot to post it. So I am posting it now.

If something doesn't make sense, I'll be happy to try to clarify anything.
Step 1) Crop to 100x100. Duplicate the base (Layer > Duplicate Layer)
Sharpen (Filter > Sharpen > Sharpen), set to screen.
Step 2) Dupicate screened layer
Step 3) Selective Color (Layer > New Adjustment Layer > Selective Color)
Reds: -100, 0, 100, 0
Step 4) Another Selective Color Adjustment Layer
Reds: -50, -8, -37, 28
Neutrals: 25, -18, -22, 5
Step 5) Curves (Layer > New Adjustment Layer > Curves)
RGB: Input 46, Output 63
Step 6) Color Balance (Layer > New Adjustment Layer > Color Balance)
Make sure Preserve Luminosity is checked.
Midtones: -15, 2, -11
Highlights: 23, 7, -8
Shadows: 17, -22, 11
Step 7) Hue/Saturation (Layer > New Adjustment Layer > Hue/Saturation)
Saturation: 14
Step 8) New Fill Layer (Layer > New > Layer)
Fill with #C9E8ED (light blue), Set to Color Burn
And that's it! These probably won't work on every screencap. It's best to just mess around with all the adjustments.
