Take one American city
With a sharp knife, remove power, communications, law enforcement and all basic public services. (Do this in as short a time as possible, cutting in short strokes.)
Marinate in toxic water.
Add a tablespoon of mixed drugless addicts, regular old human predators, and normal folk in a state of desperation.
Place in empty concrete boxes.
Heat to 100 degrees and let stand.
After 72 hours, sprinkle in a few loudmouth politicians, flying into disaster areas for PR photo ops, atop vehicles that could be evacuating a starving and dying mass of people.
Add a sprinkling (just a bit, don't overdo it) of actual relief, just to whet the appetite.
Serves an entire country with an example of why humans are really the cousins of apes and not divine, special life-forms.
