It's a wifi event thingy. Yellow Forest is a pokewalker area with NOTHING BUT PIKACHUS FOREVER. The only reason to use it is because some of those pikas know Surf or Fly.
On the title screen, go to Mystery Gift, go to Receive from Nintendo WFC and wait for it. You'll get a little package and you can pick it up at the Pokémart from the delivery man in green.
