If you just wanted to avoid the crowds, you could try going earlier in the day when everyone is still busy with work and school.

[Well, normally he'd say she was being picky too. In fact, she was, but more importantly now... There was something else behind her refusal to go to the shopping district. He hadn't gotten it out of her yet, but it was something a little more then her being a proud noble.]

If you know what she wears, you could get them for her by yourself so she doesn't have to go. Wouldn't that solve the problem?
