It's as if some groups are desperate to see California go bankrupt. The new method of choice is apparently suing to reverse painful but necessary budget cuts.
The fact that they are winning the lawsuits I think proves that our budgeting process is un-workably rigid. If you can't cut anyone's budget during the worst economic downturn in a generation without breaking the law, I think it's a good sign the law may be a little screwy.
