A U.S. federal judge has dismissed immigration charges against Luis Posada Carriles, a man often described as the Bin Laden of Latin America.

Although Luis Posada Carriles has committed dozens of violent acts of terrorism over four decades, the U.S. has never charged him for these crimes. As the charges for his illegal entry in the country have been dropped, he is now free to roam in the country.

"I am free. Thank God, you, all of my brothers, the people in Cuba... for this victory," he said after the ruling. Posada has claimed responsibility for a series of hotel bombings in Cuba during the 90s.

Posada is a former CIA operative and United States Army officer. The government of Venezuela wants his extradition to face outstanding charges in the 1976 airline bombing in which 73 people died. On Oct. 6, 1976, Cubana Airlines Flight 455 crashed off the coast of Barbados as a result of a bombing by plastic explosives hidden in a toothpaste tube.

Posada and Orlando Bosh are known to have masterminded the bombing. The two men who planted the explosive were members of a terrorist organization Posada and Bosh had created.
