Resolved by the Senate and House of Representatives of the United States of America in Congress assembled (two-thirds of each House concurring therein), That the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the several States within seven years after the date of its submission for ratification:

`The twenty-second article of amendment to the Constitution of the United States is repealed.'.

AMENDMENT XXII
Passed by Congress March 21, 1947. Ratified February 27, 1951.
Section 1.
No person shall be elected to the office of the President more than twice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of President more than once. But this Article shall not apply to any person holding the office of President when this Article was proposed by Congress, and shall not prevent any person who may be holding the office of President, or acting as President, during the term within which this Article becomes operative from holding the office of President or acting as President during the remainder of such term.
Section 2.
This article shall be inoperative unless it shall have been ratified as an amendment to the Constitution by the legislatures of three-fourths of the several States within seven years from the date of its submission to the States by the Congress.

So, rejoice ye, they are looking at repealing a law(?) that prevents anyone serving more than two terms as president. So should it be passed it would open the door for Clinton to be dragged back into the game. That there is the bait to get the Democrats to support this bill.
Now bear in mind this is a JOINT resolution, so both sides of the political fence have offered this one up. Which is delightful. Isn't it?
I have been told it was brought in because FDR served four terms and died during his last, and handed over the reigns to Truman. Notable for that fact that he died in 1945 after steering the USA through the depression and away from the conflict that engulfed the rest of the world, until the attack on Pearl Harbour. Some say that the Allies & Americans knew about the impending attack and did nothing so that the American people would be galvanised into action, some say that the Allies never told the Americans, and some say that the attack came as a complete surprise - but that's not important right now.
So he saw the US through a very difficult time including the war. So what? Can anyone out there tell me what saved Margaret Thatchers Prime Ministership in England back in 1982? That's right, the Falklands war, which is a war i still don't understand. The Argentines invaded a british protectorate off the coast of Argentinia, for what reason i do not know but it started a conflict that raged all over the island. I remember it on TV, Argy Mirages against the new VTOL Harrier Jumpjets. Boats were sunk, people killed, it was a pretty nasty little event. Anyway, that little fracas saved Margaret Thatcher and plunged the UK into the socialist nightmare is has been since, even with Tony Blair's "New Labour" ™.
So what does this all mean? There is a very good chance that Bush will be returned a third time if this is passed. There is a decent chance that Ol' Billy Clinton might saddle up and have another go, to be the first man to step back into the saddle since the law was brought in. But we have seen that it's never been an easy task to remove a war leader, as anyone trying to undermine him or criticise is in a delicate position of trying to avoid looking like a traitor. And traitors should be shot.
I don't know what the usual speed of Congress is, but the state legislatures (which as i read is the elected officials and not a state by state referendum, i am ready to be corrected if i am wrong) have seven years to vote on this once passed by Congress, and it could move very quickly through the states.
