Toshirou gets the '-kun' suffux because Heihachi treats him with a lot of affection, and due to Toshi's sometimes childish behaviour he's definitely the younger one in their relationship. He makes up for this by always using Toshi's full name though, since he's noticed that Toshirou doesn't appreciate having it shortened to anything.

As an extra point of interest, he's noticed he's one of the few (only?) people that Toshi uses an honorific with in return. XD And he's kind of touched by that.

I practically have enough material to write a novel on this particular relationship, but a lot of it stems from a matter of need. He's known from the beginning that Toshirou's coldness is there to cover a lot of inner flaws. In ways, Toshirou is his own worst enemy - not just the uncontrollable nature of his powers but his whole personality makes him unable and unwilling to accept help, friendship and comfort which are things that Heihachi considers very important. To that end he's gone out of his way to give Toshirou those things in the hopes that Toshi will realise he can accept them from people who aren't Heihachi, but so far he's been encountering a lot of resistance on that score.

While he doesn't doubt that Toshirou's physically capable of taking care of himself - with magic or his sword - emotionally and mentally, he knows Toshirou is a lot more vulnerable. Initially he didn't trust Jushirou not to take advantage of that, but now that he's spoken to the man and Toshirou on the subject he's slightly frustrated that he can't help Toshirou overcome his problems in the way he wants to. Only Jushirou can, and deep deep down he'll admit he's sightly jealous of that but he's ignoring it in favour of being there for Toshirou in any other way he possibly can be.

Toshirou makes him feel needed in a way that just doesn’t apply to Heihachi’s other friendships, and this was unintentional and something of a mistake. There’s a line between being friendly with people, and being close to them, and Heihachi’s good at being the former while avoiding the latter but in this particular case he kind of screwed up. He doesn’t quite regret it yet, but he suspects that eventually he will.

Jushirou also stuck certain thoughts in his head that he's definitely not thinking about, and you can have that TL;DR another time. =p

Aw shota hurts Heihachi's brain methinks lol. Yes the friendship/closeness was unintentional but Heihachi just wouldn't go away or give up like everyone else.
