Start with your base.



Duplicate the base layer twice. Set both of them to screen.



Then Layer >> New Layer >> Solid Colour >> #CFEAE9 >> Colour Burn



Duplicate the colour layer again.



Layer >> New Adjustment Layer >> Selective Colouring.

Red

C = -100
M =  -9
Y =  +36
B = -19

Yellow

C = -100
M = +10
Y = -56
B = -55



Layer >> New Adjustment Layer >> New Selective Colouring.

Red

C = -50
M = +100
Y = +100
B = +100

Yellow

C = -100
M = +10
Y = - 55
B = - 56

White

C = +100
M = 0
Y = +100
B = 0

Neutrals

C = +100
M = 0
Y = 0
B = 0

Then Voila.
