You make a good point. Aside from that letter, there's no convincing evidence that these higher ranked members exist.

And petty theft is such a misuse of potential for an organization like this.

Kidnapping creatures that looked like stuffed animals. Unless we can find something that's worth stealing, I don't think this is exactly the way to establish fear in the residents' hearts.
