Oh yes, R.A.B. It seems as though almost everyone is convinced that R.A.B. stands for Regulus A. Black, and many have tied that rather convincingly with Mundungus stealing Black silverware. I didn't mention this theory because I have no proof either way and am not completely certain it is Regulus, though it does make intriguing sense.
But Regulus was rather young when he died - unless he was very intelligent and privy to details concerning Voldemort's childhood or the means by which Voldie achieved immortality, how could he have discovered and collected the horcrux from the cave? I mean, Dumbledore, clearly the wisest and most powerful wizard, couldn't even do it alone - he needed Harry's help. And lots of guesswork and speculation. And it took him years to discover the location of that particular horcrux.
But that hardly signifies I guess. Sirius' kid brother is the only one we've encountered who posesses the initials and unless JKR wants to introduce a completely new character with a history in Book 7, it's high likely that everyone's speculation is correct.
