There are many newcomers as of late, and Oscar is one of them! However, he's also one of the less... technology-savvy, and he's not likely to touch the computers until he's entirely settled in. That could take a while.
In the meantime, what will he be doing? Since Oscar didn't bring much with him to unpack, he might be anywhere: outside, in the stadium, in the cafeteria, in the hallways... anywhere. Familiarizing and all that jazz. SQUINTING AT EVERYTHING.
Go ahead and talk to him, bump into him, make a comment about his squint about his green color palate about his apron or ask him what he's doing here! He'd most likely love to talk. He might even look confused over a lot of things, so maybe your dude could give him a little push.
