When he was alive, the Statute of Secrecy had, I believe, not yet been initiated. Some Muggles knew about witches and wizards. Some Muggles were trying to persecute said witches and wizards. Some were jealous, and would have wanted to use the abilities of magical people to make their own lives easier. Where is this threat coming from? Jealous Muggles. Muggles who could well be HAPPY to abuse the abilities of Muggle-born children.
It would be best for the safety of everyone concerned, if the Muggles just forgot about the whole thing and their magical children didn't receive the training they'd have needed to become fully fledged wizards and witches. They'd be oddities and curiosities, certainly... healers, and "witch-doctors", and probably amazingly "lucky" people on the whole, but with undeveloped talent they'd probably be more likely to repress their abilities as time went on.
I had an idea for a fan-fic set in the future that basically played on this whole premise... one Muggleborn wizard had a jealous brother, who later grew up to run an experimental medical technology centre that was working with nanotechnology as a treatment for genetically-based diseases... and this brother used his wizard sibling's, wife's and childrens' DNA as a blueprint for the nanites to rewrite a person's whole genetic code, basically with the potential to make EVERYONE magical. Political chaos ensues in both worlds as some folks think it's a fabulous idea, and other people fear for their lives and "the way things should be".
