Safe houses being set up both in the Prison and sporadically around the Underground. It's only a temporary peace while they reevaluate and gather their forces. Anyone still taking refuge in the apartment buildings should not be living alone.

Those who aren't either fighting or going into hiding, don't travel alone and carry at least a few weapons on you.
