Just about had enough of this bloody City. Light. Kid's a murderer.
And wouldn't it have been nice to be wrong about people's worst intentions for once? Just once could they all not be sodding bastards and criminals?
It's not surprising, is it? People as young as he is, using some horrible weapon to commit crimes. There's nothing as shocking as you'd like to think about school-age killers.
Is it surprising that they put him in charge?
...Well, no. Anything else you say about us, we know how to keep the murderers in power. Killers get elected to public office all the time. Nowadays it's practically a requirement.
And what's to be done about proof? You can't go around arresting public officials without due cause. And yes, we're arresting him. If not for the murders he's done someplace else, then for whatever he's doing here. There's far more going on than any one man can see just yet.
Need to do a proper line-up of the troops once more, make sure no one's left the City yet.
Then maybe we'll see about bringing in both Light and that blasted box-murderer.

First list of patrols are set up. This is going on a trial basis, which means that the partners are as follows for two weeks, and if it turns out to be a great big bloody disaster, you put in your name to switch off to another. If the problem is you, then we'll all have that soon sorted out.
