[ooc: tl;dr - however light, the vuvuzela sound is the manifestation of a curse permeating the whole City area. The haunted sakura tree in Xanadu doesn't take lightly to foreign curses, interpreting them as threats, and trying to dispel the sound by casting an illusion of silence. Obviously, being only one Tree of minor Doom with the wrong master against a City curse, the most it manages is the occasional few seconds of unnatural stillness, although even those should die out soon enough. The Tree is most definitely not happy to fail this publicly miserably :( ]
