Does hot water freeze faster than cold?

Had this discussion last night while drinking...do not remember how it came up though. The answer to this question is it can but only under certain conditions. It all depends on the factors involved so Jen was correct and hot water can freeze faster than cold but it depends on various conditions. So I was partly wrong but not completly. Sorry Jen!!!
