[Fic search]: Original slash story

Subject:I'm hoping someone here can help me to find a story that I read on fictionpress.com I think it was but it could have been somewhere else. Anyway, here is what I remember about the story and I apologise if it is vague.
Summary: -guy1's father or something similar left him in charge of whatever they run, a society, future United States, or some other sort of group or some such.
-he's not really in charge, a woman who's name I think starts with S
-guy1's name starts with an M, I'm pretty sure
- a younger boy is given to guy1 as a gift for entertainment, distraction or something like that
- there is an uprising or something of the sort near the end
-guy1 is reluctant to even like guy2 and refuses to sleep with him at the start but then slowly warms up to him
-there's at least 10 or more chapters
