OTC Overdose Antidote

Just as the number of HIV and Hepatitis C cases decreased when clean needle exchange programs were introduced, the number of overdose deaths would also decrease if this was made to be over the counter. I don't really see how this is detrimental in the slightest, especially since it has absolutely no effect on people that don't have opiates in their system. I think this should be made readily available and I don't see why it hasn't been already.
