Typically the people who conquer those cities, or similar sudden changes of power (eg Petrograd).

This is where I should be apologizing to my Western Civ Prof for not remembering that. Oy. It's a good thing Skullard Inc. has a consulting historian on retainer. (That check should be mailed out anytime.)

One question though: Truth or Consequences, New Mexico. Was it conquered by Ralph Edwards, or was the city council just a bunch of radio-whores?
